Since the Lib Dems took council leadership in 2019, Guildford has entered into a 'collaboration' arrangement with Waverley Council.
This has so far shown little in the way of financial savings and has has resulted in council staff having to split their time between the two Councils, despite the financial chaos at Guildford, leaving residents with staff only working part-time for their councils.
A high level of senior staff turnover exists at the council, further adding to the instability in Guildford.
The recent Solace report highlights the lack of senior staff as a 'significant risk', with the senior management 'insufficiently focused'.
